The Failure of the 28-Point Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are conducted: positive announcements are released from various governments. Immense energy is expended on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by up-to-date information. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The instant of fear quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.

Persistent Threats

Following this, a heavy machine gun opened up on a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a reliance that regional partners are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.

Political Considerations

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a principle familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unfeasible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does nothing to discourage Russia, through diplomacy or military means, from believing that the current condition will not evolve additionally in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until circumstances change in its advantage.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, subjective factors are coming into play: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require ongoing international assistance.
